Provides staff assistance and administrative support services as a direct representative of, and appointed by the County Auditor, to the Board of County Commissioners, Lincoln County, and carries out specific duties as prescribed by law. Able to handle multiple priorities in fast-paced professional atmosphere working independently by direction of the Clerk of the Board and the Lincoln County Commissioners.

This position is not covered by the Fair Labor Standards Act (FLSA) and therefore is not eligible for overtime, except under special circumstances, this position is also not represented by Local 1254 of the WSCCE of the AFSCME, AFL-CIO.

The job description is as follows:
JOB SUMMARY:
This is highly responsible administrative, professional, and technical management work. The employee occupying the position has the responsibility for planning, organizing, directing, and coordinating activities of the various units of the Public Works Department.
Work involves developing and implementing major departmental policies, planning and executing both short- and long-range programs and coordinating departmental activities with other county departments and private or civic organizations. The incumbent will develop effective working relationships with both administrative and program officials to ensure cooperation and efficient operation of county government.
This position also includes the selection, training, evaluation, and termination of personnel under the incumbent's direction.
ESSENTIAL FUNCTIONS:
Plans and implements a comprehensive Public Works program for the county; integrates public works programs and activities with other city, county, state, and federal departments and/or agencies.
Plans and directs the activities of all assigned personnel through one or more subordinate supervisors; and formulates and enforces department rules, regulations, work methods and procedures.
Prepares studies, reports, and recommendations relative to the Public Works programs and special projects; determines and recommends what Public Works programs or major projects should be initiated, dropped, or modified.
Perpetuates Public Works improvements and projects by initiating and/or assisting in the acquisition of grants, easements, etc.; determines the resources needed for approved projects; and reviews work activities to ensure efficient and safe operations and conformance with established State, County, and City standards, regulations and policies.
Prepares budget estimates and controls the expenditure of department funds: this includes the planning and budgeting for future Public Works activities; establishing an adequate system of reporting from subordinates to assure necessary control information; and the evaluation of services rendered in relation to cost vs. benefits derived and continuing need.
Attends various hearings, seminars, and civic and business meetings on behalf of the Public Works Department.
DESIRABLE FUNCTIONS:
Supervises the preparation and design of County Road projects with in-house personnel or through the use of consultants
Responsible for meeting the statutory requirements established for the County Engineer as established by RCW and WAC
JOB QUALIFICATIONS:
Any equivalent combination of training and experience that the Board of County Commissioners deems necessary and appropriate.
